Designing a Future-Focused Fund for Healthcare in Nigeria

In a bold move to close Nigeria’s healthcare infrastructure gap and improve national health outcomes, the Presidential Initiative for Unlocking the Healthcare Value Chain (PVAC) in collaborationnjunction with the Federal Ministry of Health, engaged Lauren Parker Limited (LPL) to lead the design and development of a pioneering solution—the Health Sector Infrastructure and Service Delivery Fund (HIF) in 2024.
The HIF was envisioned as a domestic, sustainable financing mechanism to unlock the $82 billion investment required to build 400,000 hospital beds, upgrade equipment, and staff healthcare facilities across the country.

The HIF framework was designed with strategic intent to:
- Improve access and quality of care
- Promote health equity across urban and rural communities
- Strengthen healthcare delivery systems
- Reduce dependence on medical tourism
- Stimulate local pharmaceutical and equipment manufacturing
From Concept to Blueprint: LPL’s Advisory Role

Framework Development
Crafting a comprehensive, fit-for-purpose blueprint for the HIF anchored in strategic clarity and operational rigor.
Funding Strategy
Identifying diverse and resilient funding sources, including public allocations (TETFUND and Local Content Fund), donor agencies, diaspora funds, health savings schemes, PPPs, and private sector contributions.
Governance & Accountability
Designing a transparent structure overseen by a Board of Trustees (BoT), supported by clear processes for fund allocation, project oversight, and institutional alignment.
Operational Processes
Establishing systems and enablers to ensure efficiency, mitigate risks, and support long-term viability.
We supported the documentation of impact goals, detailed project criteria, and alignment with both governmental objectives and stakeholder expectations.
Fund allocation categories were thoughtfully structured to reflect national priorities. Each proposed project will undergo rigorous review to ensure it meets criteria related to impact, feasibility, sustainability, and stakeholder alignment.
